Question on Mail rules over multiple servers

Hoping one of ye has come across this before.  I have an ND6.5x environment.  Multiple servers, multiple clusters.  All works very well.  They want to implement rules to block mails with specific attachments.  For example, anything with .exe gets its status changed to "held".  Ok?  Grand... All is well there...
BUT
The same rules are to exist on all servers.  From what I can see and test, this means that the message gets re-held on every server until it reaches its destination.  Is there any way I can prevent this from happening?
Ok, I can use the custom Mail rules feature and add some code, and tie that in with a special "release" button in the mail.box files.  This would add a special $ruleexempt field to the emails and the mail rules will leave that message alone.   Simply, I don't want to do that unless I have to.  This has to be maintained with upgrades and template changes etc.
Any suggestions?

1 - What Antivirus software are they using ? most of the major ones have very good quarantine facilities with much more flexible configuration and admin notification options than Notes Rules. Plus Notes Rules ... well they are not very good, they have a very high overhead, and are DAMM hard to get rid of, even if you delete them etc etc they still hang around. Having rules running on every server sounds rather a nightmare.

Thanks for the advice, and I must say that when suggested to the customer, they were quite happy to follow that route, as long as I supplied required drink....

3 - I've given this poser some considerable thought out of which emanated a few possible solutions. Of course the obvious one (which you have correctly identified) is to apply a code to the custom mail rules feature. But there is a less obvious remedy that might be worth considering. In my humble opinion my alternative solution would prove extremely popular with many of your colleagues and would offer serious opportunities for replication in solving other difficulties. The first step involves turning off all servers, closing down your laptop / pc, drawing a deep breath and a deeper bath, put on your drinking shoes and leave the e-mail problems to providence. Please don't thank me for this nugget of wisdom, I am always happy to subscribe to this page free of charge!

4 - I wont name the AV software here that they have for Domino. I refused to install in on their servers as I would just rather hurry up things and take a bat to the domino servers myself!
